A PAT inspection is a process that involves visually inspecting and testing electrical appliances to ensure they are safe to use. This procedure is similar to the M.O.T. for cars but applies to items such as microwaves and irons. The inspection is typically required in the workplace due to The Electricity at Work Regulations (EAWR), which mandate the maintenance of equipment in a safe condition. Other legislation that covers the inspection and testing of electrical equipment includes the Health and Safety at Work Act (HSWA), The Provision and Use of Work Equipment Regulations (PUWER), and the Management of Health and Safety at Work Regulations (MHSWR). While PAT inspections are not legally mandated, most workplaces conduct them every 12-24 months on office equipment and more frequently on devices that are more prone to damage, such as power tools used on construction sites, in order to exercise due diligence and demonstrate compliance with relevant regulations. While the term Portable Appliance Testing (PAT) implies that only small, movable devices are subject to inspection, in reality, PAT inspections apply to all electrical devices that are connected to the mains, including wall-mounted devices like hand dryers or large appliances such as fridges and washing machines. Even though some bulky or fixed white-goods might not be considered “portable,” they are not part of the premises’ fixed wiring and should still be inspected. Although battery-powered devices such as portable drills do not require testing, their chargers that plug into the mains must be tested. A general rule is that any device that connects to the mains via a standard plug or fused connection unit should undergo PAT testing. Therefore, items like TVs, PCs, and kettles would require inspection, but a ceiling light would not. Furthermore, the fixed electrical installation of the building itself must undergo testing as part of an Electrical Installation Condition Report (EICR), previously known as a Periodic Inspection Report (PIR). It is recommended to carry out an EICR at least every ten years for dwellings, and up to every five years for offices, shops, and rented properties. The label near or at the fuse box/consumer unit should indicate the date of the last and next periodic inspection, if one has been performed. Typically, PAT inspections are not necessary for domestic properties, and there is no legal requirement to carry out these inspections. The Electricity at Work Regulations do not apply to residences, but there may be situations where you might want to consider having a PAT inspection performed. For example, you may want to have your home or that of a vulnerable relative inspected for peace of mind, particularly if you know old or worn electrical equipment is being used. If you are a landlord renting out a furnished property, you should have any electrical equipment provided with the property tested to safeguard yourself against litigation in case your tenant suffers a shock or injury due to a faulty item. As a landlord, if you can demonstrate that you have taken all reasonable precautions to ensure the safety of the household electrical equipment that you have supplied, then you may be in a stronger position should a tenant take legal action following damage or injury caused by an electrical malfunction. Additionally, if you are renting a furnished property, and you are concerned about the safety of the supplied electrical items, I can perform a PAT inspection and provide you with the results, which you can then present to your landlord. After identifying the reason for the failure during the PAT inspection, a suggested course of corrective action will be provided. In many cases, common issues such as loose wires, missing cord grips, broken plugs, and incorrect fuses can be easily fixed on-site. However, if a fault is more complex, specialized repair or replacement may be necessary unless it is determined that the item should be disposed of. On-site repairs will incur a fee. It is entirely up to you whether or not to have me carry out repairs, or to seek other repair quotes. If you opt not to proceed with repairs, failed items will be clearly marked in the final report and labeled accordingly. For a thorough and complete inspection, any device that draws more than 50V should be tested, but it’s important to note that PAT inspections are not legally required. You can choose to have only certain items tested to reduce costs, but any omissions from the inspection are at your own risk. It’s important to understand that a single “item” may require multiple tests. For instance, an electric kettle consists of two separate parts – the kettle itself and the base or cord that connects to the wall. Since both parts directly connect to 230V mains and can potentially cause harm, each part would be treated as a separate, chargeable test. Similarly, a laptop computer has three parts, but only the mains cable and power supply that connect to 230V AC mains require testing.
